Pre-treatment is mandated by U SEPA and enforced by RI DEM.  Its purpose is to keep hazardous and unwanted discharge from businesses from entering the sewer system which can harm the system and make its way into the bay. 

The pretreatment program monitors what is being discharged into the sewer system, protecting the bay as well as the POTW.  The Bristol Wastewater Treatment Department samples businesses and inspects businesses as a way of protecting the town. 

All businesses are required to apply for a Wastewater Discharge Permit annually with the Pretreatment Dept.  The permits are good for one year (Nov. 1 to Oct. 31).  The fees vary on the potential harm of the business.  It is necessary to have a permit in order to discharge into the sewer system. 

The fees collected for the permits, as well as surcharges and fines, are used to fund the program without taxing the residents.
