Town Clerk Functions & Responsibilities

Town Clerk Functions:
  • Recorder of deeds and other instruments
  • Local registrar of vital statistics
  • Clerk to the Town Council
  • Clerk of the Probate Court
  • Clerk of the Board of Canvassers
  • Clerk of Municipal Court
  • Licensing Clerk of the Local Liquor Board
  • State and local custodian of the Town's seal for use on all Town legal documents
  • Maintenance of all the Town's law books (updating) and Reference in library; also ordinances and supplements
  • Notary public, serving residents of the Town
Town Clerk
Responsibilities:
  • Probate: court proceedings, certificates, decrees, filing, microfilming, fees, and communications, as well as certified copies and advertising.
  • Recording: land evidence records, mortgages, discharges of mortgages, liens, attachments and the discharging of same, honorable discharges, certificates of ownership, microfilming, filing, indexing of all including plats and subdivisions
  • Elections and Registration of Voters: updating lists, reports to central registry, answering communications, data processing and advertising
  • Payroll and Bookkeeping: all bills, daily cash, deposits, fees for state licenses
  • Licenses: all referrals to proper authorities, fees, applications, filing, issuing and advertising
  • Dog Licenses: updating, reports, fees, lists to Animal Control Officer and Police Dept., and advertising
  • Vital Statistics: reports to state, burial permits, certified copies, fees, recording, indexing and issuing marriages
  • Council Meetings: attending, writing minutes, referrals, communications, indexing, resolutions, proclamations, appointments (book, oaths, letters, certificates), reports, filing and advertising
  • Police Constables: appointment cards, oaths, list filing
  • State Licenses: hunting, fishing, shellfish, etc., fees
  • Municipal Court: maintain Court docket, collect fees for traffic violations, zoning violations, and parking violations
  • Passport Agent: serve U.S. citizens intending international travel and to protect the integrity of the U.S. passport as proof of U.S. citizenship at home and abroad. From 8:30am to 2:00pm, Monday through Friday at Town Hall, 10 Court St.
